What does big hints means?

People often don't say what they want or like. They prefer giving little and big hints. It just made me wonder what do they want to achieve from the hints. Does the person who receive it even understand what the non stop hints means? Everyone has different level of common sense level, some probably don't have at all. Why make others guess, why beat around the bush?

Yes, typical Singaporean are so good at beating around the bush and they're lack of expression. They like to keep everything to themselves, they cannot express their feelings well and definitely lack social skill.
